Did Amnesty International issue a travel advisory for the United States after the shooting?

Human rights group Amnesty International has issued a travel advisory for all visitors to the United States in light of repeated incidents of gun violence.

The context

Amnesty International has issued a travel advisory for visitors to the United States in response to gun violence in 2019 as part of its End Gun Violence campaign. The organization does not normally issue such travel advisories and has copied the US State Department’s model for travel advice for US travelers to other countries. A concentrated eruption of gun violence in mid-2022 brought renewed attention to the advisory.

Fact check

Human rights organization Amnesty International has indeed issued a travel advisory after a wave of gun violence in the United States… but that was in 2019. Gun violence in the United States has however relentlessly pursued, resulting in many repartition advice on social networks. We received questions from our readers about whether it was real or not.

An article in the Jamaica Gleaner newspaper, a Jamaican daily newspaper, claimed on May 26, 2022 that Amnesty International issued the travel warning after the shooting of black shoppers in Buffalo, New York, and the attack on a church in California. . This article has taken an old Amnesty International press release and attached it to recent events.

In August 2019, Amnesty International wrote in the advisory that visitors should “have an emergency plan when traveling to the United States”. The advisory told people to “beware of the ubiquity of firearms in the population”. He recommended avoiding places where “large numbers of people congregate” such as schools, shopping malls, places of worship and cultural events. He also recommended caution when visiting bars, nightclubs and casinos.

The resurgence of this travel advisory came after a shooting in Uvalde, Texas, where 19 children and two adults were killed on May 24, 2022, when an 18-year-old gunman opened fire at Robb Elementary School.

The 2019 notice was issued days after a man fatally shot 22 people at a Walmart in El Paso, Texas. Amnesty International said the warning was intended to “show a mirror to the United States using the United States Department of State’s travel advisory model for American travelers to other countries.” The organization does not appear to regularly post notices of this nature, and it was part of its End Gun Violence campaign. They have not published another similar opinion on gun violence since, although the 2019 opinion is still accessible on Amnesty International’s website.

The advisory also pointed out that a traveler’s race, country of origin, ethnicity, sexual orientation or gender identity could put them at higher risk given attacks related to the white supremacy ideology.

As this is a genuine opinion published by Amnesty International in 2019, we rate this claim as ‘true’.
